i havent really used a matte, until recently, i put on one coat, and it looked streaky so i applied a second coat, is this ok? what's the best way to put on matte polish?

I have never used two coats myself. Try putting a top coat on first before the matte top coat. The regular one will smooth everything out and make the matte look nicer
